Afghanistan: Disruptions near Intercontinental Hotel Kabul Jan. 4

Event

A memorial ceremony will take place between 13:00 to 16:00 (local time) on Thursday, January 4, at the Intercontinental Hotel in Kabul. The ceremony will be attended by approximately 300 people, including high ranking government officials, former Mujahedeen commanders, and representatives from the Afghan National Security Forces (ANDSF). The same day, a military gathering will also be held at the hotel from 09:00 to 14:00 (local time).

Given the size and nature of the first event, and the high value targets that will be in attendance, traffic control measures are expected to be in place throughout the afternoon in the vicinity of the Intercontinental Hotel, resulting in traffic congestion. 

It is also possible that anti-government elements may target the event, either at the venue itself or while high value targets are in transit to and from the ceremony. The potential to be caught up in the attack, either as collateral damage or a target of opportunity, is a consideration. Individuals are hence advised to avoid the area, using alternative routes where possible.

Many Western governments advise their citizens against travel to Afghanistan due to the high threat of kidnapping and terrorism, including frequent attacks against Afghan National Defense and Security Forces, local civilians and politicians, and individuals working in the humanitarian and reconstruction fields. Travel to the country should only be undertaken with proper security protocols in place.
