Official sources have reported that a demonstration is ongoing in Kabul’s Massoud Circle area on Sunday, April 22. The incident of civil unrest was sparked by a road traffic incident involving coalition forces that resulted in spontaneous demonstrations in the vicinity. There have also been reports of stone throwing against coalition forces by local residents. 

Significant traffic congestion and police cordons should be expected to continue over the coming hours. As seen in the civil disorder incident that led to an suicide body borne improvised explosive device (SBBIED) attack in January, the potential for anti-government element groups to target police cordons in the vicinity of the incident should be considered.  Also to be considered will be the potential targeting of the increase in channeled international traffic re-routing from the airport.

Individuals in Kabul are advised to monitor the situation and avoid the Massoud Circle area.

Many Western governments advise their citizens against travel to Afghanistan due to the high threat of kidnapping and terrorism, including frequent attacks against Afghan National Defense and Security Forces, local civilians and politicians, and individuals working in the humanitarian and reconstruction fields. Travel to the country should only be undertaken with proper security protocols in place.
