Tanker trucks are being deployed to affected districts, with rotations scheduled every other day in certain neighborhoods. However, these measures appear insufficient, with shortages reported at hospitals, the university, and prisons. Emergency well drilling has started.

Context

The shortages are due to a lack of rainfall coupled with quarry work that has accelerated the loss of water used to supply the city's hydroelectric dam.
