Warning

Event

Anti-government protests are planned in Manila on Friday, September 21, to commemorate the anniversary of the declaration of martial law by former President Ferdinand Marcos. Small protests are slated to take place at Plaza Salamanca, Bonifacio Shrine, and Morayta beginning at 09:00 (local time) followed by a large anti-government demonstration at Rizal Park (or Luneta Park) at 15:30. Protesters are denouncing current President Rodrigo Duterte's alleged human rights violations and mismanagement of the economy. Additional related protests are possible in other cities throughout the country. A heightened security presence and localized transportation disruptions are expected near all demonstration sites.

Context

Since becoming president in 2016, Rodrigo Duterte has pursued an aggressive campaign against drugs in the country that has resulted in the deaths of at least 4500 people, although human rights organizations claim a much higher death toll.

Former President Ferdinand Marcos declared martial law on September 21, 1972, which remained in effect until 1981.

Advice

Individuals in Manila are advised to avoid all protests, to monitor the situation, and to obey all instructions issued by the local authorities.
