Of the fatalities, 20 were from Cordillera Administrative Region, four from Nueva Vizcaya, and one from Ilocos Region. The Philippines government weather agency warned that heavy rain is expected to continue through Monday, September 17, maintaining a threat of flooding and mudslides. Continued power, telecommunications, and ground transportation disruptions are expected to continue through the coming hours and days as recovery efforts continue.

Typhoon Mangkhut made landfall at 01:40 (local time) on Saturday, September 15 in Cagayan province with 193 km/h (120 mph) winds and 1.8 m (6 ft) of storm surge, causing widespread damage to Luzon.
