Philippines: Leftist groups plan "Red October" protests October 11-17

Leftist groups in the Philippines are planning to stage "Red October" protests across the country from Thursday, October 11, through Wednesday, October 17. Though the Philippine National Police (PNP) expects "normal" protest action during the demonstrations, it has nonetheless announced plans to deploy officers in and around protest sites and has advised workers to refrain from participating in the protests. A heightened security presence and localized traffic disruptions are to be expected near protest sites.

Context

President Rodrigo Duterte has repeatedly accused various leftist groups of conspiring to unseat him during the so-called "Red October" protests. Protest leaders, including the leader of the Communist Party of the Philippines (CPP) deny Duterte's accusations. The PNP reported on October 1 that they had not yet uncovered any threat of terrorism emanating from the planned October 17 protest. October 17 is viewed as a precursor to the anniversary celebration of the founding of the CPP in December and is commonly observed as a day of strikes and protests. The dates also coincide with the window within which candidates in the midterm election can register with the Commission on Elections.
