Angola: Operation Transparency to expand to maritime coast on March 25

Event

As of Monday, March 25, the Angolan defense and security organs will expand their efforts related to Operation Transparency, and begin to patrol roughly 1650 km (1025 mi) of the Atlantic coast and the overall continental platform of Angola. This expansion will include the Maritime Port Institute of Angola, National Fishing and Beekeeping Inspection Service, and the National Environmental Inspection Service. The expanded operations aim to prevent and combat illegal fishing, smuggling, and human trafficking. Authorities have observed the ongoing presence of unauthorized boats fishing in Angola's exclusive economic zone and at the continental shelf, and emphasized that the operation would be ruthless in addressing crimes that act against the country's territorial integrity and in bringing perpetrators to justice. Operations may result in increased police patrols, particularly in border areas, as well as a heightened security presence in public areas, sporadic raids, and crackdowns targeting immigrants and illegal vendors.

Context

Operation Transparency was launched in September 2018 to combat illegal immigration, illegal exploration of diamonds, and environmental crimes related to the plundering of natural resources. This operation has reportedly shut down at least 159 cooperatives and 289 houses, involved in the illegal purchase of diamonds, and seized large sums of money in connection with these illicit activities. Under the operation 453,022 foreign citizens have left the country, with 35,884 repatriated, 416,496 leaving voluntarily, and 842 transferred to Luanda to fly back to their countries.
