Authorities issue Tropical Storm watch for northern areas on August 27 as Tropical Storm Jenny strengthens; preemptive evacuations ongoing

A Tropical Storm watch is in effect for the Philippines as of Tuesday, August 27, as Typhoon Jenny intensifies into a Tropical Storm. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) warned that Jenny continues to strengthen as it moves towards Central Luzon. As of 13:00 (local time) on Tuesday, Jenny is located approximately 375 km (233 mi) east of Infanta (Quezon) and is moving west northwest at 25 kph (15 mph).
The storm has maximum sustained winds of 65 kph (40 mph) and is expected to strengthen in the coming hours and make landfall in Aurora (Luzon) tonight or on Wednesday, August 28, early morning (map here). Tropical storm conditions, including strong winds and rains are possible in Luzon, Visayas, and Mindanao provinces by the evening of Tuesday, August 27, and Wednesday, August 28. Preemptive evacuations are reportedly ongoing in Itogon (Benguet), and in some areas of Pangasinan.

Individuals in the affected areas are advised to monitor local weather reports, adhere to instructions issued by local authorities, anticipate adverse weather and power and transportation disruptions, and remember that running water can be dangerous - 15 cm (6 in) is enough to knock over an adult - and never drive through flooded streets; floodwater may also contain wastewater and chemical products.
