As of 05:30 (local time) on Wedneday, September 11, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued above-critical flood warnings for several areas in Luzon. PAGASA forecasts thunderstorms and moderate rain on Wednesday in Bataan, Zambales, La Union, Ilocos Sur, Pangasinan, and Ilocos Norte.
Transportation (e.g. road closures, train and flight delays and cancelations), business, and communications disruptions are to be expected in flood-affected areas.

Heavy rain and flooding are relatively common during the summer monsoon, which usually hits the Philippines from May to October.
