Severe Tropical Storm Quiel begins moving west through the West Philippine Sea on November 8; heavy rainfall still possible over Cagayan through November 9

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) announced at 11:00 (local time) on Friday, November 8, that Severe Tropical Storm Quiel has begun moving west. According to PAGASA, Quiel is expected to continue moving through the West Philippine Sea through Monday, November 11, towards Vietnam. However, moderate to heavy rains are forecast for Cagayan, including Babuyan Islands, Apayao, and Ilocos Norte into the morning of Saturday, November 9. Light to moderate with intermittent heavy rains are also expected in Mindoro, Palawan, and Western Visayas. Flooding and landslides are possible in the affected regions, along with associated transportation and business disruptions.
As of 11:00 (local time) on Thursday, Quiel is located at 12.7°N 116.3°E (map here) and is moving west at 10 kph (6 mph). The storm has maximum sustained winds of 110 kph (68 mph) and is expected to strengthen into a typhoon within the next 24 hours.
