Typhoon Tisoy weakens to Tropical Depression and exits the Philippine Area of Responsibility (PAR) on December 5; heavy rain, rough seas, and associated disruptions still expected

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) announced in a statement at 11:00 (local time) on Thursday, December 5, that Typhoon Tisoy exited the Philippine Area of Responsibility (PAR) and weakened into a Tropical Depression as of 08:00. However, PAGASA forecasts that heavy rain and gusty conditions may persist over most of Northern Luzon, Aurora, and Northern Quezon, and may possibly trigger flooding and landslides in highly susceptible areas. The administration also warned against sea travel due to rough seas.

The National Disaster Risk Reduction and Management Council (NDRRMC) confirmed in a report issued at 06:00 on Thursday that at least 13 people have been killed and a further 34 injured due to the storm. According to the report, several roads and bridges are still impassable, and at least a dozen people were stranded in different ports as of 12:00 on Thursday. The NDRRMC has announced that 387,378 people are currently in evacuation centers.

Flight operations at Manila's Ninoy Aquino International Airport (MNL) resumed on Wednesday, December 4, following a 12-hour closure on Tuesday, December 3. However, lingering flight disruptions are possible in the coming days.

Associated flooding, landslides, power outages, and lingering disruptions to transportation and business are anticipated across affected areas of the Philippines.
