Philippines: Activists likely to rally in Metro Manila and Tuguegarao City through mid-December, to oppose the arrest of an activist
Activists likely to rally in Metro Manila and Tuguegarao City, Philippines, through mid-December, to oppose arrest of an activist.
Event
Activists from multiple civic groups will likely stage additional rallies in Metro Manila and Cagayan Province's Tuguegarao City through mid-December to demand the authorities release the peasant rights activist Amanda Echanis. Possible protest sites include the Department of Interior and Local Government (DILG) offices, as well as Camp Adduro in Tuguegarao City and the Commission on Human Rights in Metro Manila. Rallies may also occur at other government buildings and popular gathering sites like prominent intersections and monuments. Any gatherings may involve hundreds of people; dozens gathered outside DILG's office in Metro Manila the morning of Dec. 4.
Authorities will almost certainly boost security, including setting up roadblocks and security cordons, at rally sites and their surrounding areas. Localized transport and business disruptions may occur, particularly if the activists occupy nearby streets. Clashes are possible, especially if security personnel attempt to forcibly disperse any action. Mass arrests may occur if authorities consider any protester to violate coronavirus disease (COVID-19) restrictions.
Context
Authorities detained Echanis due to alleged illegal possession of firearms and explosives in Baggao Municipality, Cagayan Province, Dec. 2. Activists claim that officials planted the firearms to frame Echanis, who is now detained at Camp Adduro. Additionally, groups claim that authorities are not sufficiently investigating the Aug. 10 assassination of Echanis' father and another prominent activist, Randy Echanis, in Metro Manila.
Advice
Avoid any rally sites and their surrounding areas as a precaution. Plan for possible localized transport and business disruptions. If any violence erupts nearby, immediately depart the area and seek shelter in a non-governmental building. Heed all official security and transport advisories.
