Philippines: Protests by healthcare workers may occur in Metro Manila through mid-December

Healthcare workers may hold rallies in Metro Manila, Philippines, through mid-December. Tight security likely at action sites.

Informational

Event

Healthcare workers may hold rallies in Metro Manila through mid-December to denounce the government's alleged poor policy on the payment of workers' benefits. While President Rodrigo Duterte agreed to provide the employees with hazard pay for duties related to coronavirus disease (COVID-19), the workers have criticized the late payment of the benefits and the authorities' Dec. 11 deadline for submission of claims. Related rallies have occurred at Philippine Heart Center Dec. 4 and Department of Health Dec. 7. Future rallies may take place at these sites, other hospitals, and the Malacanang. Dozens to hundreds of people may participate in any upcoming action.

Authorities will certainly increase security at any protest site and its surrounding area. Localized transport and business disruptions may occur during any gathering, especially if protesters occupy nearby roads. While unlikely, clashes between workers and security forces are possible. Mass arrests may occur if officials consider any action to violate coronavirus disease (COVID-19) restrictions.

Advice

Avoid any protest site and its surrounding areas as a precaution. Plan for possible localized transport and business disruptions. If violence occurs nearby, immediately depart the area and seek shelter at a non-governmental building. Heed all official security and transport advisories.
