Philippines: Student protests likely to continue nationwide through late January

Students will likely continue protests across the Philippines through late January. Activists have been denouncing the government’s decision to terminate legislation that banned the presence of military and police personnel on University of Philippines (UP) campuses; security personnel had previously only been allowed on UP campuses after consulting with UP authorities. While the government claims it terminated the law to curb communist influence on UP campuses, students claim the government is attempting to intimidate student activists.

Activists have held protests at multiple UP campuses in recent days, including UP Diliman in Metro Manila and UP Cebu in Cebu City. Organizers are calling for a protest at UP Baguio in Baguio City 1000 Jan. 23. Previous protests have involved dozens of people. While demonstrations are possible in urban centers at government buildings and public squares, the likeliest locations of additional gatherings in the coming days are UP campuses. Security personnel will likely monitor protests and may close roads near protest venues. Localized transport disruptions are possible. Activists may also march along nearby roadways. While clashes are unlikely, isolated skirmishes between police and demonstrators cannot be ruled out. Mass arrests may occur if security forces consider the action to violate coronavirus disease (COVID-19) restrictions.
