Additional violence and security incidents are likely in Herat as of March 4 following clashes during a security operation in Police District (PD) 13 the previous day. A gunfight broke out between security forces and supporters of a local strongman Habibullah Ghoryani in the Jebrael area of Herat city March 3 during an attempted arrest. The violence injured over 36 people; the official casualty count may be higher.

Authorities will likely maintain heightened security measures, including increased deployment, road closures, and personnel and vehicle checks in the coming days. Officials may impose temporary and localized movement restrictions in case of additional security operations. Local businesses may also close as a security precaution. Further demonstrations by Ghoryani supporters are possible. Clashes between security forces and demonstrators cannot be ruled out.
