Azerbaijan: Women's rights demonstration possible in Baku March 8

Unauthorized women's rights demonstration possible in Baku, Azerbijan, March 8. Increased security, localized disruptions likely.

Warning

Event

An unauthorized rally by women's rights activists is possible in Baku March 8 to mark International Women's Day. Participants intend to rally in Fountain Square. The proposed start time of the rally is unclear.

City authorities have refused to grant permission for the event and an increased police presence should be anticipated in the vicinity of the proposed venue. Security forces are likely to forcibly disperse any unauthorized gatherings with baton charges and tear gas; arrests are also possible. Large crowds and associated security measures around any demonstrations could also prompt localized road travel disruptions. While bystanders are unlikely to be targeted, they would face a significant indirect physical threat near any violence.

Advice

Avoid the protest venue as a precaution. Plan accordingly for security-related movement restrictions and allow additional time for travel in central Baku March 8. Leave the area immediately at the first sign of a confrontation.
