Informational

Event

Authorities rescued a kidnapped Chinese national at an unidentified hotel in Pasay, Parañaque City, Metro Manila, around 0930 March 2. Reports indicate the victim was found unharmed at the location - which was a quarantine facility for a Philippine Offshore Gaming Operator (POGO) firm - after contacting the Taipei Economic and Cultural Office through relatives for help. The victim was allegedly duped by a job offer Feb. 26, and illegally sold to at least two POGO companies thereafter. Officials said the search for the abductors continues as of March 3.

Context

The threat of kidnapping in Metro Manila remains high, as several organized crime syndicates that focus exclusively on kidnap-for-ransoms operate in and around the area. Criminal groups typically target workers or customers of Philippine Offshore Gaming Operator (POGO) companies, Chinese nationals, East and South Asian expatriates, and short-term travelers, as well as members of the Chinese-Filipino business community and their families. Criminal abductions of Westerners are less common, though the threat remains. Most victims are rescued by authorities or released unharmed relatively quickly after receiving a ransom payment.
