Activists groups may stage protests nationwide, especially Metro Manila, March 17 to mark the anniversary of the first enhanced community quarantine (ECQ) restrictions aimed at stemming the spread of COVID-19. The actions are to denounce President Rodrigo Duterte's handling of the COVID-19 pandemic and the administration's policies that allegedly violate human rights and the freedom of expression. The largest rallies will probably occur in Metro Manila; possible action sites include the Malacanang palace and the People Power Monument. Smaller gatherings may occur outside government buildings and at prominent intersections and monuments in other urban centers, like Cebu, Davao, and Zamboanga cities. Dozens to hundreds of people may take part in any action.

Authorities will likely boost security, including setting up roadblocks and security cordons, around any rally sites. Localized transport and business disruptions may occur, particularly if the activists occupy nearby streets. Clashes are possible, especially if security personnel attempt to forcibly disperse any gathering. Mass arrests may occur if authorities consider any protesters to violate COVID-19 restrictions.

Context

Duterte's government first introduced ECQ in the Luzon region March 17, 2020. The Philippines is currently maintaining community quarantine restrictions of varying levels nationwide, with the least stringent set of protocols, modified general community quarantine (MGCQ) in place in most of the country. Tighter protocols like the general community quarantine (GCQ) remain in effect in some localities, including Metro Manila, that continue to face higher local COVID-19 activity.
