Turkmenistan: Authorities ease COVID-19-related domestic travel restrictions from April 1 /update 11
Turkmenistan to ease COVID-19-related public transport restrictions from April 1; numerous restrictions remain in place.
Event
Turkmenistan will ease COVID-19-related domestic travel restrictions from April 1. Long-distance rail services will resume on the Ashgabat-Mary-Turkmenabat line and the Ashgabat-Dashoguz line once per week. Additionally, long-distance bus services between Ashgabat, Mary, and Turkmenbashi will also resume April 1. Passengers will be required to present proof of a negative result in a COVID-19 test taken no more than 72 hours before boarding.
Other domestic restrictions remain in place. Domestic flights are operating on a significantly reduced schedule. Security forces have erected checkpoints on roads entering Ashgabat. Checkpoints have also been reported on highways in Balkan, Mary, Lebap, and Dashoguz provinces, where health screenings have been carried out. Special permits are required for travel within or between provinces.
Shopping malls, entertainment venues, leisure facilities, cultural venues, houses of worship, and sports facilities remain closed indefinitely. However, theaters will reopen with capacity limitations from April 1. Restaurants and cafes may open for delivery service only. Hairdressers and other contact businesses may open for appointments only. Educational institutions may operate provided they adhere to strict anti-COVID-19 measures. Additionally, while there is no official ban on public gatherings, authorities in Ashgabat have deactivated ATMs in shopping centers and semi-enclosed market areas, including the Terkinsky bazaar, to prevent crowds from congregating. All persons are required to observe social distancing of at least 1 meter (3 feet) and wear protective face coverings in public.
International Entry Restrictions
As of March 31, international commercial flights remain suspended. While the measure remains in place, the only way to enter or leave the country by air is via a limited number of charter flights that are allowed to operate at Turkmenabat International Airport (CRZ).
All land borders with Afghanistan, Iran, Kazakhstan, and Uzbekistan are closed until further notice. Only Turkmen nationals, permanent residents, diplomats, and workers in critical industries and key infrastructure are permitted to enter the country. All arrivals must undergo a 14-day quarantine in a state-run facility. While freight transporters are generally allowed entry, Turkmen authorities have previously restricted cross-border freight traffic without warning or explanation. All persons departing the country must be in possession of a negative COVID-19 test certificate signed within the previous 24 hours.
Authorities could impose further restrictions based on disease activity in the country.
