US: Nightly curfew imposed in Elizabeth City, North Carolina, starting 20:00 April 27 due to potential for protests
Protests likely in Elizabeth City, N.C., US, into early May. Indefinite nightly 20:00-06:00 curfew in effect as of April 27.
Event
Protests are likely in Elizabeth City, North Carolina, into at least early May in response to the April 21 death of Andrew Brown, Jr., during an officer-involved shooting. Activists have already staged several demonstrations in the city; however, authorities expect larger protests to occur when the body camera footage of the incident is released in the coming days; it remains unclear exactly when the video will be made public. Municipal officials have imposed a nightly 20:00-06:00 curfew from April 27 until further notice due to the potential for future protests. During curfew hours, only persons traveling to or from their places of work or responding to emergencies may be outside of their homes. City authorities had declared a state of emergency on April 26.
While protests related to Brown's death have thus far been mostly peaceful, clashes with police and acts of violence and looting cannot be ruled out during future gatherings. Demonstrations are especially likely around the US Highway 158 bridge over the Pasquotank River and outside the Pasquotank County Sheriff's office, as well as other nearby government offices. Heightened security is highly likely in downtown areas and near major roads, leading to transport and business disruptions.
Advice
Strictly heed the instructions of authorities. Avoid any demonstrations that may materialize. If violence breaks out nearby, leave the area immediately and seek shelter in a secure location. Do not attempt to cross any roadblocks; wait for police to reopen roads or look for alternative routes. Confirm business appointments in Elizabeth City until any protests that may occur begin to abate.
