Samoa: Protests possible nationwide through at least end of May

Political protests possible in Samoa, especially Apia, through end May. Increased security likely; transport disruptions, clashes possible.

Political protests by supporters of the Human Rights Protection Party (HRPP) are possible in Samoa through at least May 31. Participants may denounce the Samoan Supreme Court’s decision to not hold a second general election following an earlier election April 9; HRPP supporters claim the results of the earlier election were inconclusive. Demonstrations are possible in larger urban centers, especially the capital, Apia. Protesters may gather at government buildings and public squares. Participation in gatherings may range from dozens to a few hundred people.

Security personnel will likely monitor protests and may try to break up especially disruptive gatherings. Clashes between protesters and police cannot be ruled out. Gatherings and resultant security measures may result in localized transport disruptions.

Context

The government held a general election April 9, with both the HRPP and the opposition Faith in the One True God (FAST) party winning 25 seats. Both the HRPP and FAST added a new member each following the election. HRPP leaders called for a second election May 21 to break the deadlock; FAST supporters called the second election unconstitutional. The Supreme Court overturned the new appointment for the HRPP on May 17, giving FAST 26 seats to HRPP’s 25 and paving the way for the formation of a new government. Incumbent Prime Minister Sailele Malielegaoi stated that the HRPP will appeal the decision.

Avoid protests due to possible violence. If clashes break out, leave the area immediately and take shelter in a secure, nongovernmental building. Follow all security personnel instructions. Allow additional travel time near gatherings.
