Context

The government's limited presence in the DRC's eastern provinces, as well as the presence of numerous armed groups and local self-defense militias, has led to continued insecurity in the region. Militants typically target military personnel, ammunition depots, political parties, and private citizens and ambush passenger and private vehicles on major roads. In some instances, fighters reconfigure hand grenades, mines, and other explosive devices into improvised explosive devices in combat areas.
