Warning

Event

Protests are possible in Assam State following gatherings in multiple cities in late July. Activists held protests in Silchar and Guwahati in recent days denouncing violence on the Assam-Mizoram border. Protesters have held gatherings at Mizoram Houses located in both cities. Residents are also blocking National Highway (NH) 306) in Kabuganj; NH 306 connects Silchar and the capital city of Mizoram, Aizawl. Protesters have also removed railway tracks at multiple rail stations in Hailkandi District, disrupting rail services to and from Mizoram. Additional protests are possible in cities and towns in the coming days. Likely protest locations include government buildings, especially Mizoram Houses, and public squares. Local political groups, such as the Barak Democratic Front, may also call for shutdown strikes, especially in the Barak Valley.

Security personnel will likely monitor protests and may attempt to disperse especially disruptive gatherings. Clashes between protesters and police are possible. Protesters may march along or block roadways, causing localized transport disruptions. Transport and business disruptions are possible in affected areas if local groups hold shutdown strikes.

Context

Clashes broke out between Assam security forces and Mizoram residents and police on the border near Lailapur, Assam, July 26. The clashes were due to an ongoing border dispute between the two states. At least five security personnel were killed and dozens of others wounded. Both states have enhanced security along the border. The Chief Ministers of both states have called for Amit Shah, the Minister of Home Affairs, to intervene. Additional clashes are possible in the coming days.

Advice

Avoid protests due to possible violence. If clashes break out, leave the area immediately and take shelter in a secure, nongovernmental building. Follow all security personnel instructions. Allow additional travel time near gatherings. Monitor local media sources for updates on protests and road conditions, as organizers may not announce details in advance. Confirm transport and business schedules in advance.
