Indonesia: Further demonstrations possible in Papua and West Papua provinces through late-August

Demonstrations possible in Papua and West Papua provinces, Indonesia, through late-August to demand release of detained activist leader.

Warning

Event

Further demonstrations in Papua and West Papua provinces are possible through late-August to call for the release of activist leader Victor Yeimo. Possible protest locations include government buildings, such as provincial or city councils, and popular demonstration sites like public squares and monuments, especially in urban centers like Papua Province's Jayapura and West Papua Province's Manokwari Regency. Dozens to hundreds of people may participate in any gathering.

Authorities will almost certainly bolster security during any demonstration. Localized transport and business disruptions are likely during gatherings, especially if demonstrators block roads near the protest locations. Clashes could occur if police forcibly disperse any gathering or if protesters attempt to break through security barriers; security forces reportedly deployed water cannons during a recent demonstration. Police may also conduct arrests if the action violates COVID-19 restrictions.

Context

Activists from various organizations supporting the Papuan People's Petition (PPP) staged protests in Jayapura and Yahukimo Aug. 16 calling for Yeimo's release; the police reportedly dispersed demonstrators using force and arrested several people during the action. Indonesian authorities arrested Yeimo, a pro-independence leader from the West Papua National Committee (KNPB), in May 2021 for his alleged role in the 2019 anti-racism protests. Yeimo currently faces numerous charges, including treason and incitement.

Advice

Avoid any demonstrations due to possible clashes. Seek updated information from local contacts on rally plans, as organizers may not announce details in advance. Plan for road closures near any gatherings and seek alternative routes to circumvent affected areas. If any violence erupts nearby, immediately depart the area and seek shelter at a non-government building. Heed all official traffic and security advisories.
