Myanmar: Armed clashes ongoing in Shan State, especially northern areas, as of mid-August /update 1

Armed clashes continue in Shan State, Myanmar, as of mid-August. Further violence likely. Tight security measures to continue.

As of mid-August, additional clashes between multiple militant groups and government forces are likely in Shan State in the coming weeks. Clashes involving several groups, including the Myanmar National Democratic Alliance Army (MNDAA), Shan State Reconstruction Council (SSRC), and Ta’ang National Liberation Army (TNLA), have been reported in northern areas of the state recently. Affected areas include Kutkai, Muse, and Namkham townships in Muse District, as well as Kyaukme Township. Several soldiers have been killed. Clashes have displaced hundreds of people from affected villages and towns. Fighting could spread to other areas of the state and possibly adjacent communities in neighboring states.

Authorities will almost certainly maintain heightened security, including checkpoints and road closures, in the affected areas in the coming weeks. Militant groups will probably also maintain increased patrols in the region. Violence is likely to affect transport in the area, especially roads connecting townships.

Context

Clashes between ethnic militant groups and with the Myanmar military (Tatmadaw) have been ongoing for months. Fighting, especially between militants and the Tatmadaw, has increased since the military’s coup Feb. 1.

Advice

Consider deferring nonessential travel to the affected areas until tensions subside and renewed fighting becomes less likely. Reach out to trusted local contacts to determine security conditions, as reporting is often delayed. Carry proper identification documents to present at security checks and heed all instructions from security personnel; remain cooperative if stopped for inspections. If operating in the affected region, maintain contact with your diplomatic mission.
