Bangladesh: Activists plan demonstrations in Chattogram and Dhaka Oct. 23 amid communal clashes /update 1

Activists plan demonstrations in Chattogram and Dhaka, Bangladesh, Oct. 23, amid communal clashes. Additional protests likely.

Warning

Event

Additional demonstrations are occurring in Bangladesh following communal clashes since Oct. 13 over the alleged desecration of the Quran during Hindu festivities in Cumilla. The Bangladesh Hindu Buddhist Christian Unity Council will hold sit-ins at Chattogram's Anderkilla and Dhaka's Shahbag Square Oct. 23; organizers have also called for a nationwide hunger strike the same day. Additional gatherings condemning the violence are likely to continue in Dhaka and other major cities, especially Chittagong, where a relatively sizeable Hindu population lives. Further anti-blasphemy protests are also probable, mainly after Islamic congregational prayers on Friday afternoons. Demonstrations may involve hundreds of people.

The government has deployed paramilitary forces in at least 34 out of 64 districts nationwide; the tightest security is likely in Dhaka and Hindu worship sites. Security forces will likely monitor protests and attempt to disperse gatherings that are or may become violent. Demonstrations are most probable at major intersections, public squares, university campuses, and religious venues. Clashes between protesters and police are possible. Activists may march along or block roadways, causing transport disruptions. Business disruptions may occur, especially if violence breaks out. Authorities may enforce temporary and localized measures such as road closures, movement controls, as well as suspension of internet and telecommunication services to prevent or limit violence.

Context

Violent protests and vandalism of Hindu temples at multiple locations began Oct. 13 after a rumored blasphemy during Hindu celebrations in Cumilla. Clashes also broke out between protesters and police officers near Dhaka's Baitul Mukarram National Mosque Oct. 15. The incidents have resulted in at least five deaths, injuries to 40 people, and over 450 arrests. Alleged attacks targeting Hindus and related protests have occurred in Bandarban, Brahmanbaria, Chandpur, Chapainawabganj, Chattogram, Cox's Bazar, Cumilla, Dhaka, Feni, Gazipur, Hajiganj, Moulvibazar, Munshiganj, Narsingdi, Naokhali, and Rangpur districts in recent days.

Advice

Avoid protests due to possible violence. If clashes occur, leave the area immediately. Follow all security personnel instructions. Monitor local news sources for information on protests and road conditions, as protesters may not announce actions in advance. Do not attempt to cross roadblocks, as protesters may react violently. Allow additional travel time near gatherings. Confirm business appointments in advance.
