Informational

Event

Simultaneous explosions occurred at four internal revenue offices in Mandalay the morning of Oct. 18. The affected offices are in Chanmyathazi, Chanayethazan, Maha Aungmye, and Pyigyidagun townships. Reports indicate that the blasts injured several individuals though the number of casualties remains unclear. The anti-junta insurgent group, Naungyo People's guerrilla force, has claimed responsibility for the attack.

Another blast occurred between the 27th and 71st street at Mandalay City Hall, Chanayethazan Township, at around 11:00 Oct. 18. There were no reports of injuries or casualties. Military personnel conducted investigations in the area following the explosions.

Context

Explosions continue to occur in Myanmar amid ongoing civil unrest following the Feb. 1 military coup. The People's Defence Force (PDF), armed wing of the pro-democracy group National Unity Government (NUG), has increasingly carried out attacks against security forces, including in Mandalay and Yangon. Most incidents target the military, government offices, or individuals and organizations supporting the military; civilians are not typically targeted but are sometimes affected by the collateral damage. Additional blasts, pro-democracy demonstrations, and clashes between protesters and security personnel are likely in the coming weeks, particularly following NUG's call for increased resistance to the military Sept. 7.

Advice

Exercise extreme caution in Myanmar. Heed all official security instructions. Register and maintain contact with your diplomatic mission. Strictly avoid government buildings, security installations, large concentrations of police and soldiers, or any protests that may materialize.
