Opposition activists plan to demonstrate in Tbilisi Nov. 15 to denounce the alleged mistreatment of imprisoned former president Mikheil Saakashvili and call for new elections. Protesters plan to gather outside the Avlabari metro station from 14:00 before commencing a march toward the Mtkvari River, where they plan to disrupt traffic along the embankments on both sides of the river. Hundreds could participate in the demonstration.

Heightened security, as well as localized business and transport disruptions, are likely the afternoon of Nov. 15. Clashes between police and protesters are possible; authorities arrested at least 46 people during a related demonstration Nov. 10.

Context

Saakashvili returned to Georgia from self-imposed exile Oct. 1 and was arrested immediately and jailed for abuse of power while he was in office. Saakashvili claims the charges against him are politically motivated and has since been on a hunger strike; his deteriorating condition prompted authorities to move him to a prison hospital Nov. 9. His imprisonment and subsequent hospitalization are exacerbating a political crisis between the ruling Georgian Dream party and the opposition United National Movement, which remains closely affiliated with Saakashvili. Further protests are likely over the coming days and may intensify should Saakashvili's condition worsen.

Avoid the demonstration due to possible clashes. Allow additional time to reach destinations in central Tbilisi the afternoon of Nov. 15. Seek alternative routes to circumvent the protest. If violence occurs nearby, leave the area immediately and seek shelter in a nongovernment building. Heed all official traffic and security advisories.
