The Chinese Embassy in Kinshasa issued a security-related alert Dec. 1 urging Chinese nationals in Ituri, North Kivu, and South Kivu provinces to provide their information to the embassy by Dec. 10 and prepare to depart these three provinces. The notice also urged Chinese nationals in the districts of Djugu, Bunia, Beni, Fizi, Rutshuru, Uvira, and Mwenga to evacuate immediately. The embassy message follows several recent attacks and kidnappings targeting Chinese nationals in eastern DRC.

Context

The threat of militant violence remains severe in the northern and eastern regions of the DRC. Armed groups regularly carry out attacks in these regions, sometimes inflicting high numbers of casualties. Violent robberies and abductions frequently target foreign nationals, including Chinese nationals, due to their perceived wealth and vulnerability.

Advice

Avoid the affected districts and provinces until the security situation improves. If already operating in Ituri, North Kivu, or South Kivu, maintain regular contact with your diplomatic mission, travel only in convoy, and avoid all travel after dark. Confirm that a thorough communication plan exists to ensure rapid accountability for all personnel operating in the DRC.
