Solomon Islands: Increased security ongoing in Honiara as of Dec. 2; curfew remains in effect /update 3

Increased security is likely to continue in Honiara in the coming days and weeks due to concerns over future unrest. Australia, Papua New Guinea, Fiji, and New Zealand have deployed dozens of security personnel in the city to support local police. Foreign security staff is likely most pronounced near critical infrastructure, especially Honiara Airport (HIR), in the capital. Local police will likely remain deployed near government buildings, Parliament House, the Prime Minister's Residence, the Chinese Embassy, and the Chinatown area.

Authorities are enforcing an indefinite 19:00-06:00 nightly curfew until further notice. Officials only allow security forces and other essential personnel to move within Honiara during curfew hours; police will prosecute people not traveling within the city for essential reasons during curfew hours. As of Dec. 1, authorities have declared Chinatown a "no-go" zone due to the potential health hazards from dozens of burned buildings.

Although protests have ceased, unrest remains possible. Opportunistic looting may occur if more demonstrations take place. Police could fire tear gas or forcibly disperse future protests if they occur. Protests and related security measures may cause localized transport and business disruptions. Authorities could temporarily halt flights if more violent unrest occurs.

Context

Violent protests broke out in Honiara after activists from Malaita Province reportedly tried to storm Parliament House after gathering outside the building Nov. 24. Protesters were calling for Prime Minister Manesseh Sogavare's resignation over several grievances.

Avoid protests due to possible violence. If clashes break out, leave the area immediately and take shelter in a secure, nongovernmental building. Follow all security personnel instructions. Allow additional travel time near gatherings. Confirm flights and business appointments in advance. Abide by the conditions of the curfew. Maintain contact with your diplomatic representation.
