Officials in Rwanda amend the country's COVID-19 domestic measures effective Jan. 27. Nationwide curfew in effect.

Officials in Rwanda have amended the country's COVID-19-related domestic measures effective Jan. 27. Individuals in the country must be fully vaccinated to access public spaces and events; the government also requires all business employees to be fully vaccinated. The nationwide nightly curfew is now in effect 00:01-04:00. All businesses must close by 23:00.

Further measures are detailed below.

Domestic Measures

  • Conferences and meetings may not exceed 75 percent capacity. All participants must be vaccinated and present a negative COVID-19 test taken no more than 72 hours before the start of the event.

  • Public offices may operate at 50 percent capacity only, while private sector offices may operate at 75 percent capacity.

  • Nightclubs and concerts are set to reopen.

  • Bars and restaurants are allowed to operate at 75 percent capacity; all customers must be fully vaccinated.

  • Places of worship may only operate at 75 percent capacity.

  • Public transport may operate at full capacity, providing operators and passengers are fully vaccinated.

  • Social gatherings are allowed to resume; however, they must not exceed 50 percent capacity indoors or 75 percent capacity outdoors; all attendees should be vaccinated and provide a negative COVID-19 PCR test taken no more than 72 hours before the event.

International Travel Restrictions

  • All arriving and departing passengers at Kigali International Airport (KGL) must provide a COVID-19 PCR test taken 72 hours before departure or arrival. All Rwandans departing from Rwanda must be fully vaccinated.

  • All international passengers must complete the Passenger Locator Form (PLF) before arrival.

  • Arriving passengers are required to quarantine for 24 hours on arrival at a designated hotel at their own cost. Passengers will be tested on arrival and on day three after arrival.

  • Entry via land borders remains restricted; permitted land arrivals are subject to similar entry requirements.

Authorities will review and update the nation's COVID-19 measures after one month.

Advice

Follow all official instructions. Abide by national health and safety measures. Reconfirm all travel arrangements. Consider delaying traveling if experiencing symptoms associated with COVID-19, as they may prompt increased scrutiny and delays. Liaise with trusted contacts for further updates and guidance.
