Power outages have been reported in parts of Al-Hasakah amid reports of ongoing clashes between security forces and suspected Islamic State (IS) militants, some of which escaped from a local prison, Jan. 21. Local media reports indicate the ongoing clashes have damaged at least one high-voltage substation. Authorities have not stated when services will normalize.

Business and transport disruptions are likely during the outages. Businesses without backup generators may have to suspend operations. Traffic lights and railway signaling mechanisms may not function, resulting in transport disruptions. Water filtration and security systems running on electricity may malfunction, increasing the risk of opportunistic crime and health issues, respectively.

Separately, security forces may close roads and establish checkpoints in the impact areas through late Jan. 21 in response to the clashes and prison break. Authorities may also close roads and businesses to coordinate the operation.
