Anonymous bomb threats prompt evacuations and disruptions in Almaty and Nur-Sultan March 31. Related disruptions possible in coming days.

Informational

Event

Anonymous bomb threats have prompted short-notice, short-term evacuations at transport hubs and public places in Almaty and Nur-Sultan on March 31. Bomb threats were made against several major shopping and entertainment venues in Nur-Sultan, including Mega Silkway and Khan-Shatyr, as well as Nursultan Nazarbayev International Airport (NQZ), early on March 31, prompting the evacuation of each location. In Almaty, bomb threats forced the evacuation of Almaty International Airport (ALA) and several banks, an educational institution, and a major shopping mall. The short-term disruptions at NQZ and ALA did not appear to significantly impact flight operations. No explosives have so far been found in any of the incidents, which are likely connected.

Although no bombs have been found in connection with the threats, Kazakhstan faces a moderate threat nationwide from domestic and international terrorist groups, as well as radicalized individuals. However, the motive behind the threats is unknown, and they are possibly being made for a variety of reasons and by a variety of perpetrators, who may have no link to terrorist organizations. Nonetheless, authorities take each bomb threat seriously. Disruptive hoaxes typically occur in batches and could continue over the coming days. Precautionary security force reactions, including evacuations and search operations, will likely prompt short-notice and short-term business and public transport disruption.

Advice

Anticipate short-notice transport and business disruptions. Confirm the status of flights and rail services before checking out of hotels or departing for the airport or train station. Report any suspicious activity or objects to authorities. Remain courteous and cooperative if approached and questioned by security personnel.
