Warning

Event

Violent protests have been reported in Tripoli April 24 after a vessel carrying about 60 migrants capsized off the coast of the city late April 23. The incident left at least six people dead; the Lebanese military rescued at least 48 others. Relatives of the victims have reportedly assembled outside of the Ministry of Interior as well as medical facilities where those injured in the accident are hospitalized. Additionally, shooting has been reported in the city in apparent protest of the incident, with individuals blocking traffic on the Tripoli-Akkar highway. Tensions are particularly high in the Al-Qobbeh area, and protesters have burned tires in the Rifa and Al-Baqar neighborhoods, obstructing the flow of traffic on area roads. Lebanese military reinforcements have deployed to Tripoli to maintain security. Protesters have reportedly engaged in clashes with security forces, including in the port area.

Prime Minister Najib Mikati has declared April 25 to be a national day of mourning. Business disruptions are possible in areas across Lebanon April 25, especially in Tripoli. Lingering tensions are likely in Tripoli over the coming days. Protesters will probably stage additional demonstrations in the city in connection with the incident over the short term; related demonstrations are also possible in cities across Lebanon. Consequent disruptions and clashes between demonstrators and security forces cannot be ruled out in protest-affected areas.

Context

Lebanese citizens and Syrian refugees have attempted to travel from Lebanon to Europe via small vessels amid the country's deepening economic crisis, which the World Bank has regarded as likely to rank among the world's worst since the mid-19th century. Most of Lebanon's population has been thrust into poverty amid the crisis, the value of the country's currency has depreciated by over 90 percent since 2019, and essential goods and services have become increasingly difficult to access.

Advice

Avoid protest-affected areas. If clashes break out nearby, seek shelter in a secure, nongovernmental building. Consider taking alternative routes to circumvent protest-related transport disruptions. Adhere to all instructions issued by local authorities.
