The government of American Samoa has extended and amended the state of emergency through June 27 amid ongoing COVID-19 activity. Officials have eased several domestic measures, including extending the operating hours for most businesses through 22:00 and shortening the nightly curfew to 23:00-04:30 daily. Several facilities, including educational institutions and eateries, can restart on-site activities with protocols, like requiring people above five years old to provide evidence of full vaccination and limiting indoor programs to a maximum of half the capacity. Government offices will be allowed to resume operating on-site at half the capacity from June 2.
Effective June 2, authorities will also require entrants to submit a negative COVID-19 test result taken within 72 hours before departure to the TalofaPass system and complete a health questionnaire within 24 hours before departure.
Domestic Measures
Residents cannot leave home during curfew hours except for emergencies or to attend work in essential sectors. Public gatherings can take place with protocols, like wearing facemasks and maintaining a distancing of at least six feet between participants; indoor gatherings are capped at half the maximum capacity of the venue. Individuals must continue to wear facemasks in public and adhere to social distancing protocols.
Businesses providing medical or emergency services and buses and taxis can run for 24 hours daily. Fuel stations can operate without restrictions. Heightened security measures will probably remain in place at public facilities to enforce curbs. Transport and business disruptions are likely to continue.
International Travel Restrictions
Most inbound travel remains banned, though exceptions are possible. Officials usually require prospective travelers, including Guest Worker permit holders, to seek permission from health officials before entry. Most permitted entrants must be fully vaccinated. All unvaccinated arrivals, except medical workers, must quarantine for 15 days. Officials also require vaccination for residents departing the territory. Cargo and military shipments via air and sea continue.
