Warning

Event

Authorities are continuing to respond to explosions and gunfire that occurred near the Loya Jirga tent in the vicinity of Kabul Polytechnic University in Kabul’s Police District (PD) 5 June 30. At least three explosions occurred in the area. Details regarding the incident remain unclear; some local sources indicate security forces opened fire at an unspecified security threat and that the situation has been brought under control. No casualties have been reported from the attack, though authorities may provide updates in the coming hours. The National Liberation Front (NLF) claimed responsibility for the attack.

Authorities will likely tighten security in the area and will probably close nearby roadways, causing localized transport disruptions. Disruptions related to the Loya Jirga - a traditional consultative gathering of tribal elders, clerics, and community representatives - are likely to continue in Kabul. Over 3,000 delegates are attending the gathering from June 30; it is likely to end no later than July 4. Checkpoints, roadblocks, and security cordons are likely along roadways leading to the event venue. Businesses may close; authorities have declared public holidays during previous Loya Jirga gatherings. Protests - especially by women's rights groups - are possible near the event venue, though they typically remain small and are quickly contained by security officials.

Context

The threat of terrorism is severe in Kabul; the Loya Jirga has been the target of previous militant attacks, including a 2018 suicide bombing claimed by the Islamic State. Security forces will almost certainly deploy to possible target sites, including the event venue, administrative buildings, security installations, and transport hubs.

Advice

Avoid the area. Carry personal identification documents. Follow all security personnel instructions. Allow additional travel time in the area.
