Protests over fuel shortages and price hikes remain possible in Port-au-Prince through at least late July. The capital is likely to continue experiencing fuel shortages in the coming days despite the resumption of operations at the Varreux Petroleum Terminal. The terminal completely ceased operations July 8-14 due to gang violence in the Cite Soleil Borough. It will likely take days to clear delivery backlogs and ease the fuel shortages. Further violence is possible in Cite Soleil and may severely impact fuel distribution.

Likely protest locations include the Airport Intersection in the Delmas neighborhood and central areas of Port-au-Prince. Protesters also commonly block the Airport Road with burning debris, which could lead to disruptions for travelers trying to reach Toussaint Louverture International Airport (PAP).

Authorities will almost certainly deploy a heavy security presence in protest-affected areas until the unrest abates. Business and transport disruptions are likely. Sporadic clashes and other incidents of violence, including vandalism, are also probable.

Context

Criminal violence erupted in Cite Soleil, Port-au-Prince, July 8, aggravating existing fuel distribution problems and leaving the Varreux terminal and surrounding areas besieged by armed gangs. Violence ultimately forced the facility to fully suspend operations July 8-14; about 90 people have reportedly been killed in the recent gang violence. The significant increase in fuel prices and the lack of government response to the gang activity have caused a spike in public frustration, increasing the likelihood of continued protests in the coming days.
