Indian National Congress protests likely to continue in India as of July 27. Increased security likely; disruptions, clashes possible.

The Indian National Congress (INC) party is likely to hold further daily nationwide protests as of July 27, during INC leader Sonia Gandhi's appearance at the Delhi Enforcement Directorate (ED) for additional inquiries into money laundering charges. INC is condemning the investigation as a political vendetta by the ruling Bharatiya Janata Party (BJP). Protests have occurred mainly outside ED offices, INC party offices, as well as public squares and major roadways. Earlier demonstrations have resulted in localized disruptions, including traffic restrictions, temporary rail and road blockades, as well as the arrests of over 500 INC supporters. Significant business and transport disruptions or violence remain unlikely.

The largest events are likely to continue in Delhi. Well-attended protests are also probable in states where the INC enjoys higher support, such as Chhattisgarh, Kerala, Punjab, and Rajasthan. Several dozen to a few hundred people may attend larger rallies.

Security personnel will deploy to monitor protests and may use force to disperse gatherings. Clashes between protesters and police are possible, especially if demonstrators attempt to breach security cordons. Protesters may march along or block roadways or rail tracks, causing localized transport disruptions. Activists may sporadically engage in arson and vandalism. Additional road closures, temporary bans on unauthorized gatherings, as well as arrests are possible to prevent or control gatherings, particularly in Delhi.

Context

The ED is investigating allegations of financial irregularities related to the 2011 acquisition of Associated Journals Limited by the Young Indian Private Limited, a company in which INC leaders Rahul Gandhi and Sonia Gandhi are majority shareholders. Both leaders were granted bail in 2015, though the Supreme Court of India did not dismiss the charges. Further inquiries and related protests are likely in the medium term.

Avoid protests due to possible violence. If clashes break out, leave the area immediately and take shelter in a secure, nongovernmental building. Allow additional travel time near gatherings. Monitor trusted local media for protest details, as organizers may not announce them in advance. Heed all security and traffic advisories.
