Papua New Guinea: Communal fighting ongoing in Porgera, Enga Province, as of July 21
Communal fighting ongoing in Porgera, Papua New Guinea, as of July 21. Plan for increased security and localized disruptions.
Event
Tensions remain high in Porgera District, Enga Province, amid ongoing fighting between the Nomali and Aiyala communities. Assailants murdered 18 civilians in Paiam town and nearby areas July 21. Attacks and ambushes have left at least nine more people dead in the past week.
The government has deployed 120 soldiers to secure the district; the central government previously dispatched around 150 military and police personnel to the area, but they have been unable to quell the violence. Security personnel will likely increase patrols in the area and erect roadblocks where clashes occur. Members of both communities could clash with security forces; fighters previously exchanged gunfire with police. Additional arson attacks, vandalism, and looting remain possible.
Many businesses will likely close or operate on reduced schedules, especially in Paiam. Authorities have temporarily closed Porgera-Paiam District Hospital after vandals burned employees' homes, prompting them to flee. Reports indicate that fighters have downed trees and created at least one trench to restrict access to the district. Transport and commercial disruptions are likely to persist until the fighting subsides. Security measures and/or clashes also could trigger localized transport disruptions.
Advice
Consider avoiding nonessential travel to the impacted area until tensions subside. Avoid concentrations of fighters and security personnel due to potential violence. If clashes break out, leave the area immediately and seek shelter, or remain inside away from windows if already at home or your workplace. Follow all security personnel instructions. Allow additional time to reach destinations in Porgera. Confirm road conditions and business appointments before travel.
