Government declares 30-day state of exception in Guayaquil, Ecuador, following Aug. 14 car bombing. Increased security likely.

Warning

Event

Authorities in Ecuador have declared a 30-day state of exception in Guayaquil in response to an Aug. 14 car bombing attack in the city's Cristo Del Consuelo area, which killed five people and wounded at least 20 others. Several nearby residences and vehicles also incurred damage as a result of the blast. While no group has as yet claimed responsibility for the bombing, authorities have indicated that the Los Tiguerones criminal organization may be behind the attack.

While authorities have not publicly announced the specific measures they will implement under the state of exception, the directive will almost certainly result in at least the partial suspension of certain rights and liberties. Authorities may establish security checkpoints and impose other restrictions on movement, particularly after dark. Law enforcement agencies may increase their patrols and/or execute warrantless searches on vehicles, persons, or premises. Officials may impose a curfew if they deem the situation to warrant it. Localized business and transport disruptions are likely for the duration of the state of exception.

Context

Further security incidents, including additional car bombings, cannot be ruled out over the coming days and weeks, particularly as authorities will likely launch operations to locate and apprehend suspected criminal figures. The Aug. 14 car bombing was the latest in a series of attacks that have occurred in Guayaquil in recent months. A car exploded outside of a police station in the city, May 29. A similar incident occurred outside a prison in Guayaquil, April 25; none of the previous attacks, however, caused any fatalities or injuries.

Advice

Avoid areas where security operations are ongoing. Follow the instructions of security personnel; remain courteous and cooperative if approached and questioned by law enforcement officers. Ensure travel documents are accessible at all times. Maintain contact with your diplomatic mission.
