Ecuador: Authorities extend state of exception in Guayaquil and surrounding areas through at least Oct. 12 /update 2

Authorities in Ecuador extended a state of exception in Guayaquil and the outlying cantons of Duran and Samborondon through at least Oct. 12. The state of emergency provides security forces with greater flexibility in combating organized crime. It was initially declared in response to an Aug. 14 car bombing attack in Guayaquil that killed five people.

Under the state of emergency, authorities may partially suspend certain rights and liberties. Authorities may also establish security checkpoints and impose other restrictions on movement, particularly after dark. Law enforcement agencies may increase their patrols and/or execute warrantless searches on vehicles, persons, or premises. Officials may impose a curfew if they deem the situation to warrant it. Localized business and transport disruptions are likely for the duration of the state of exception.

Context

Further security incidents, including additional car bombings, cannot be ruled out over the coming days and weeks, particularly as authorities will likely launch operations to locate and apprehend suspected criminal figures. The Aug. 14 car bombing was the latest in a series of attacks that have occurred in Guayaquil in recent months. A car exploded outside of a police station in the city May 29. A similar incident occurred outside a prison in Guayaquil, April 25; none of the previous attacks, however, caused any fatalities or injuries.
