Increased security is likely in several major cities across India as of Sept. 27, due to potential unrest over continued arrests of Popular Front of India (PFI) activists. Protests broke out in several cities after the arrests of over 100 PFI members in counter-terror raids across 15 states by the National Investigative Agency (NIA) Sept. 22. Most disruptive actions including shutdown strikes occurred in Assam, Karnataka, Kerala, Maharashtra, Rajasthan, and Tamil Nadu states. Muslim outfits have threatened additional demonstrations in many places such as Jaipur, in Rajasthan State, Sept. 30, and Pudukkottai District, in Tamil Nadu State, Sept 28.

Other protests are likely nationwide. Potential gathering sites include government buildings, NIA offices, public squares, major intersections, as well as mosques. Localized transport and business disruptions are likely near any protest sites. Participation has varied by location, with several hundred demonstrators attending some gatherings. Large rallies are most probable on Friday afternoons, following congregational Islamic prayers.

Police will likely continue monitoring any demonstrations and may use force to disperse particularly disruptive events. Authorities have reportedly increased security in New Delhi, and preventively detained dozens of PFI supporters in multiple locations. Protests may quickly turn violent, with activists engaging in arson, vandalism, and attacks on vehicles or other property. Security forces are typically quick to respond to civil unrest and have used tear gas and water cannons to disperse previous demonstrations. Officials could impose temporary and localized curfews, internet shutdowns, and Section 144, prohibiting the gathering of people to prevent or control disruptive rallies.
