Event

Armed militants attacked a fishing community on the island of Kwatar Kaoulaha in the Diffa Region's Lake Chad Basin during the night of Aug. 28-29. At least 20 people were killed and an unspecified number of others were kidnapped in the assault. No group immediately claimed responsibility for the attack; however, fishermen in the area blame the incident on the Nigerian-based Islamist group Boko Haram.

Increased security is likely in the impacted area. Further militant attacks in the Lake Chad Basin and border regions are possible considering the prevalence of militant activity in the area.

Context

Diffa Region has been under a state of emergency since 2015; however, the threat posed by jihadist militant attacks continues across much of Niger. Attacks on military positions and civilian populations remain frequent. The southern frontier of Niger has sustained regular militant attacks from neighboring Nigeria and in the Lake Chad Basin by elements from Boko Haram.

Consider deferring nonessential travel to affected regions until the situation stabilizes. If travel is unavoidable, exercise a high degree of caution in affected areas and heed authorities' instructions.
