An unauthorized protest by opposition parties, including the Azerbaijani Popular Front Party, is possible in Baku from 16:00 Oct. 24. Organizers plan to rally in front of Baku City Hall on Kichik Qala Street to demand freedom of assembly and the release of political prisoners.

City authorities have refused to grant permission for the event and an increased police presence is likely in the vicinity of the proposed venue. Security forces are likely to forcibly disperse any unauthorized gatherings with baton charges and tear gas; arrests are also possible. Associated security measures around any demonstrations could also prompt localized road travel disruptions. While bystanders are unlikely to be targeted, they would face a significant indirect physical threat near any violence.
