Prime Minister Narendra Modi is expected to address the rally, which is being held to draw support ahead of the Himachal Pradesh Legislative Assembly election, which will occur in November. Thousands of people will likely attend the rally.

Authorities will likely monitor the rally and may set up roadblocks and checkpoints near the venue. Officials have issued Section 144 orders, which ban gatherings of four or more people, and are prohibiting people from carrying firearms and edged weapons. Supporters of rival groups may hold counterrallies, possibly prompting confrontations and clashes with BJP supporters.
