Indonesia: Protests denouncing fuel price increases and other government policies likely nationwide through late-October /update 2
Various groups likely to hold protests across Indonesia through late-October to oppose increased fuel prices. Clashes possible.
Event
Various groups will likely continue to hold protests nationwide through mid-October denouncing several government policies, including the recent decision to increase fuel prices. Planned events for Oct. 12 include a nationwide protest by several labor unions, such as the Indonesia Trade Union Confederation (KSPI), though organizers have yet to announce a start time for the action. Participants also intend to gather outside the State Palace in Jakarta on the same day. Hundreds to thousands of people could attend related demonstrations.
The largest gatherings will probably occur in Jakarta; possible gathering sites include the House of Representatives, Arjuna Wijaya Horse Statue, City Hall, Hotel Indonesia Roundabout, National Monument, and State Palace. Demonstrations will also likely occur in other urban centers, including Bandung, Makassar, Medan, Semarang, Surabaya, and Yogyakarta. Possible gathering venues include government buildings, such as provincial, regency, and city councils and the offices of governors, regents, and mayors; fuel stations; university campuses; and prominent roadways.
Authorities will likely enact increased security measures near rally sites, especially in Jakarta. Officials will almost certainly deploy security personnel at protest sites. Localized traffic and business disruptions are possible. While most demonstrations pass off peacefully, clashes may occur, especially if police forcibly disperse demonstrators. Officials may use tear gas and water cannons to break up crowds. Police could conduct mass arrests if protesters get violent or refuse to disperse.
Context
Various labor and student groups have organized protests nationwide against various issues, including the rise in fuel prices, draft criminal code, and Omnibus Law on Job Creation in recent months. The highest attendance is likely at gatherings in major cities organized by student associations and trade unions, such as the Indonesia Trade Union Confederation (KSPI), Federation of Indonesian Metal Workers Union (FSPMI), Indonesian Islamic Student Movement (PMII), and the Indonesian Student Executive Board (BEM SI).
Advice
Avoid any protests due to possible clashes. If violence occur nearby, immediately depart the area and seek shelter at a safe nongovernmental building. Plan for localized transport and business disruptions. Allow additional time to reach destinations near protest sites. Heed all official security and transport advisories.
