Authorities continue to impose enhanced restrictions in Guangzhou, Guangdong Province, as of Nov. 22 amid rising COVID-19 activity. The government has expanded lockdown measures; the measure is in effect for Baiyun and Haizhu districts. Residents in the affected districts must undergo routine COVID-19 testing and are required to hold a negative nucleic acid taken within 24 hours to enter most premises. Separately, Huangpu, Tianhe, and Zengcheng districts have banned dine-in services at food establishments. Officials will likely extend or impose further controls if case counts continue to rise.
Authorities are designating several locations, especially in Baiyun, Haizhu, Panyu, and Zengcheng districts, as high risk. Residents in high-risk locations must remain at home; exceptions may be possible for emergencies and essential reasons. Officials restrict travel to and from the affected communities. Authorities maintain measures for three days after the latest confirmed community case and continue testing before easing restrictions. Officials have ordered mass testing, halted dine-in services, closed entertainment facilities, and suspended nonessential business operations in parts of affected districts. Officials have also canceled in-person classes for primary and middle school students and at educational training centers in the affected areas.
Transport services remain suspended in most of the affected districts and high-risk areas. Lockdown measures could impact industrial zones, potentially leading to production delays and supply chain disruptions. Flight disruptions are possible at Guangzhou Baiyun International Airport (CAN) due to decreased demand.
Further demonstrations against lockdown measures are possible in the affected areas. A protest by hundreds of residents in Haizhu District reportedly occurred Nov. 15, resulting in several casualties and damage to COVID-19 testing sites. Authorities will almost certainly deploy a heavy police presence if protests occur and will move quickly to arrest participants. Clashes between protesters and security forces are possible. Localized transport disruptions may occur near demonstrations.
