Warning

Event

The Hynniewtrep National Youth Movement (HNYM) has called for a sit-in outside the Meghalaya State Secretariat building in Shillong, 11:00-17:00 Nov. 4. Activists will also protest at the same location 10:00-17:00 Nov. 7 during Union Home Minister Amit Shah's visit to the state. Organizers are demanding job reservations for locals in public and private sectors. Dozens of participants are likely to join the event, defying an ongoing ban on unauthorized public gatherings of over four people. Unannounced protests may occur, mainly in the Police Bazar area; popular rally sites include other government buildings, major intersections, political party offices, and public squares.

Authorities will certainly deploy to monitor any demonstrations; roadblocks and security cordons are likely to prevent or control the gathering. Police may forcibly disperse crowds, and conduct mass arrests. Localized transport disruptions, including traffic diversions are probable along roadways near the rally venue; activists may hold street marches towards the secretariat building.

Advice

Avoid protests due to possible clashes. If violence breaks out, leave the area immediately. Allow additional travel time near the protest site. Heed all security and traffic advisories.
