India: Political parties to stage protests across Jharkhand State Nov. 5

Protests planned across Jharkhand State, India, Nov. 5. Increased security, localized transport disruptions likely. Clashes possible.

Warning

Event

The ruling Jharkhand Mukti Morcha (JMM) and its allies have called for protests across Jharkhand State Nov. 5, when the Enforcement Directorate (ED) has summoned Chief Minister Hemant Soren. Supporters of Soren are criticizing the investigation into alleged financial irregularities related to mining license allocations as political vendetta. Organizers have called for supporters to gather at Soren's official residence in Ranchi and hold sit-ins outside the Raj Bhavan and ED office; several dozen to a few hundred people may attend these main rallies. Lower turnouts are likely at block-level protests, with highest participation likely in district headquarters. The start time is unclear; activists typically gather from late morning through the afternoon.

Possible protest sites include government buildings, public squares, major roadways, political party offices, and press clubs. Authorities will likely monitor large gatherings. Clashes between security forces and protesters are possible, particularly if police attempt to forcibly disperse disruptive demonstrators. Counterdemonstrations and skirmishes between supporters of rival groups also cannot be ruled out. Localized transport disruptions are likely near well-attended protests, especially if activists attempt to block or march on roads.

Advice

Avoid the protests due to possible clashes. If clashes break out, depart the area immediately and seek shelter in a secure, nongovernmental building. Allow additional travel time near protest sites through the evening of Nov. 5, especially in Ranchi. Follow all security and traffic advisories.
