Israel remains on high alert following two explosions in Jerusalem Nov. 23 that killed a Canadian-Israeli dual national and wounded at least 20 others. The first blast occurred at a bus stop near Givat Shaul Junction, while the second happened at a bus stop near Ramot Junction 30 minutes later. The explosives, which had been placed in bags, were detonated remotely. There has been no claim of responsibility as of yet; however, Israeli security forces have launched a manhunt to locate and apprehend the perpetrators.

Authorities' preliminary investigation indicates that an organized militant cell carried out the joint attack. Police have stated that the explosives were packed with nails to maximize the number of casualties.

Authorities have advised members of the public to remain alert for suspicious packages. Increased security, as well as transport and business disruptions, remain likely for the duration of the search operations. Clashes between security forces and militants cannot be ruled out.

Context

Authorities in Israel have bolstered security nationwide in the aftermath of several terror attacks since March 22. The series of attacks across the country, including in Be'er Sheva, Hadera, Bnei Brak, Jerusalem, and Tel Aviv, prompted authorities to launch Operation Break the Wave in late March. The operation aims to stem the wave of terror attacks that have killed at least 30 people and wounded dozens of others.

The latest attack on Nov. 23 comes amid continued heightened tensions between the Israelis and Palestinians in Jerusalem and the West Bank areas. The Israel Defense Forces (IDF) launched Operation Breakwater earlier this year to degrade military groups' capability to launch attacks. As part of the operation, the IDF has conducted regular raids against suspected Palestinian militant cells in Jenin and Nablus in recent weeks. To date, Israeli authorities have arrested more than 2000 Palestinians, and the nightly raids have resulted in 130 deaths.
